At Ulven in Oslo, we are establishing a large center for the production and distribution of cooling
Project status
The energy hub will have a cooling capacity of 20 MW, which is equivalent to cooling 500,000 square meters of commercial buildings. The energy center will also provide heating to Construction City by recovering excess heat from the cooling production, rather than letting it go to waste.

Hovinbyen is Norway's largest urban development project
Hovinbyen has been designated as one of the key focus areas in Oslo's municipal plan. Construction City, which will measure over 100,000 square meters, will be a significant landmark in the new district. With so many new buildings, there is also a need for more energy sources. We address this by establishing the Hovinbyen Energy Hub, an energy center for sustainable cooling and heating.
Ensuring Local Energy
The energy center, which will provide district cooling, will have a capacity of 20 MW. With this, we can supply Construction City with 3.8 MW of cooling and 4.8 MW of heating. When 4 MW can serve 104,000 square meters of office buildings, which is the size of Construction City, it means that the cooling center with its 20 MW can cover up to 500,000 square meters of office building area. This is the size of around four government quarters or four Akershus University Hospitals. The energy that does not go to Construction City will serve other commercial buildings and residential complexes in the area.
The energy hub will include several elements to ensure local energy for Hovinbyen:
15 MW cooling tower capacity
14 MW dry cooler capacity
1.1 MW short-term storage in a stormwater basin, which holds 500 cubic meters of water
7 cooling turbines of 2.5 MW each
2 screw compressors of 1.2 MW each
CO² heat pump for domestic hot water production
The center has a footprint of approximately 1,300 square meters and is two stories high. In addition, there will be dry coolers on the roof.
OBOS and Celsio are behind Hovinbyen Energy Hub AS. Hovinbyen Energy Hub will own and operate the new cooling center and lease 1,350 square meters in Construction City for this purpose. AF Energi is the contractor.
